Order Confirmation and Shipping Policy

1. Domestic U.S. Orders

 

Order Cut-Off and Processing Times

All domestic U.S. orders placed via UPS services or SurePost before 3:00 PM EST, Monday through Friday will ship the same day, subject to order approval and age verification.

Orders shipped via USPS Priority Mail must be placed before 12:00 PM EST, Monday through Friday to qualify for same-day shipping.

PandaCigar does not operate on weekends, though orders will continue to process. Tracking emails sent during weekends will update once UPS or USPS picks up packages on Monday.

Shipping Options

  • UPS Ground Saver (SurePost): 2–8 business days (not guaranteed)

  • UPS Ground: 1–6 business days

  • UPS 2nd Day Air: 2 business days in transit

  • UPS Next Day Air Saver: 1 business day in transit – delivered by end of day

  • UPS Next Day Air: 1 business day in transit – delivered by 3:00 PM local time

  • USPS Priority Mail: 1–8 business days, including Saturdays (not guaranteed)

  • UPS Next Day Air Saver: $30.95 (orders under 10 lbs)*

* Notes:

  • UPS Ground Saver delivery times are estimates only and not guaranteed. Service is limited to packages under 10 lbs.

  • Free shipping will be fulfilled via UPS Ground Saver or another carrier of our choice, and applies only to the contiguous U.S.

  • UPS does not deliver on weekends, and weekends are not counted as business days. Delivery estimates exclude Saturdays, Sundays, and the order date.

  • PandaCigar will not issue refunds for delays caused by holidays, weather, or other factors outside the control of PandaCigar or the selected carrier.

  • High-value orders shipped via SurePost or USPS may require a delivery signature.

  • UPS 2nd Day Air and Next Day Air Saver are available only for shipments under 10 lbs. Heavier packages will default to UPS Ground. For expedited handling of bulk orders, please contact Customer Service.

  • Oversized or heavy products (e.g., humidors) may incur additional shipping charges.

USPS Priority Mail (United States Postal Service)

  • Transit times are estimates only and may take up to 8 business days.

  • USPS does not guarantee delivery times, and postage will not be refunded for USPS-related delays.

  • USPS Priority Mail is not considered an expedited service.

  • PandaCigar strongly recommends using UPS for reliable shipping.

Freight Shipping (Heavy Items)

  • Large humidors and cabinet humidors will ship via freight services.

  • Customers will be notified of freight charges prior to shipment.

2. U.S. Shipping Restrictions

 

General Restrictions

  • PandaCigar does not ship to Hawaii, Utah, or South Dakota due to state restrictions.

  • All products are sold for personal use only and may not be resold.

  • PandaCigar collects and remits sales tax in many states. Orders shipped to states where PandaCigar does not remit sales tax (AK, DE, MT, NH, OR) remain the responsibility of the purchaser.

State-Specific Regulations

California

  • Purchasers must be 21 or older.

  • In compliance with Senate Bill No. 39, PandaCigar must:

    • Confirm shipments by telephone after 5:00 PM PST the day before delivery.

    • Obtain an adult signature (21+) upon delivery.

Connecticut

  • Prohibited shipments:Little cigars (weighing 3 lbs or less per 1,000).

 Delaware

  • Purchasers must be 21 or older. Under Title 30, Chapter 53, PandaCigar must:

    • Receive and store age verification documents before selling tobacco products. (PandaCigar partners with Veratad for one-time verification.)

    • Obtain an adult signature (21+) upon delivery.

     

     

Maine

  • Prohibited shipments:

    • Cigars wrapped in homogenized/HTL wrappers.

    • Little cigars (weighing 3 lbs or less per 1,000).

Maryland

  • Prohibited shipments:

    • Cigars wrapped in homogenized/HTL wrappers.

    • Little cigars (weighing 3 lbs or less per 1,000).

Pennsylvania

  • Prohibited shipments:Little cigars (weighing 4 lbs or less per 1,000) packaged in paper boxes of 20–25 sticks.

Washington

  • Prohibited shipments:Little cigars (weighing 3 lbs or less per 1,000).

Vermont

 

  • Prohibited shipments:Little cigars (weighing 3 lbs or less per 1,000).

 

3. Sales Tax and Excise Tax

 

Sales Tax

PandaCigar collects and remits sales tax in the following states:

AZ, AR, CA, CT, CO, DC, FL, GA, HI, IL, IN, IA, KY, LA, ME, MD, MA, MI, MN, MS, MO, NE, NV, NJ, NY, NC, ND, PA, OH, OK, RI, SC, TN, TX, VT, VA, WA, WV, WI, WY.

Orders shipped to other states remain the purchaser’s responsibility.

Excise Tax

Certain states impose excise taxes on tobacco products sold by online retailers. PandaCigar will collect excise taxes where required. Excise tax is in addition to sales or use tax.

Colorado

  • 56% of manufacturer’s list price on all tobacco products (scheduled to increase to 62% by 2027).

Indiana

  • 24% of wholesale price on all cigars.

Maine

  • 43% of cost price on all tobacco products.

Maryland

  • 15% of wholesale price on premium cigars.

Michigan

  • 32% of wholesale price on cigars, capped at $0.50 per cigar.

North Carolina

  • 12.8% of wholesale price on cigars, capped at $0.30 per cigar.

Ohio

  • Premium cigars: 17% of wholesale price, capped at $0.65 per cigar.

  • Little cigars with filters/tips: 37% of wholesale price.

Pennsylvania

  • Little cigars (≤4 lbs per 1,000, not packaged in 20–25 count paper boxes): $0.13 per stick.

South Dakota

  • 32% of wholesale price on cigars. (All other tobacco products remain prohibited from shipment.)

Virginia

  • 20% of wholesale price on cigars; 10% on pipe tobacco.

Wisconsin

  • 71% of actual cost on cigars and pipe tobacco, capped at $0.50 per cigar.

  • “Actual cost” includes manufacturer charges, duties, federal excise tax, marketing, and shipping. Discounts do not reduce actual cost.

4. International Orders

 

General Policy

  • Average delivery time: 2–6 weeks or longer.

  • Currently, PandaCigar accepts international orders only from Mainland China.

  • Due to customs clearance and local carrier procedures, the following policies apply:

First-Time International Orders

  • PandaCigar reserves the right to decline high-risk orders.

  • Orders flagged with high fraud scores may require additional verification.

  • Orders must be placed in both English and Chinese, with accurate billing and shipping details.

  • If authenticity cannot be verified, orders will be cancelled and refunded. Refunds may take weeks due to international banking regulations.

International Shipping Policy

  • All shipments will be properly declared with actual price and contents.

  • Customers are responsible for knowing import restrictions in their country.

  • Customs duties and taxes may apply and are the sole responsibility of the purchaser.

  • Orders returned due to unpaid duties/taxes will incur a 10% restocking fee.

  • Original shipping charges are non-refundable.

  • International shipping fees are calculated by weight and destination, limited to 20 lbs (9 kg).

  • Free shipping promotions apply only to the contiguous U.S.

Risk Disclaimer

  • PandaCigar is not responsible for packages that are damaged, lost, misdelivered, stolen, or seized by customs. All sales are final.

  • Customers who disagree with these terms should not place international orders.

  • Once shipped, international orders cannot be refunded due to transit risks.

Customs and Returns

  • All international packages must be properly declared; invoices will not be altered.
  • Customers are solely responsible for compliance with local and federal tobacco laws.
  • If packages are seized by customs:
    • Customers may refuse tax payment and request return shipment.
    • Returned/refused packages will incur a 10% restocking fee and original shipping will not be refunded.
  • Refunds will only be issued once returned packages are received by PandaCigar.
  • Reshipment of returned orders requires repayment of shipping costs; in such cases, the 10% restocking fee will be waived

 Tracking

 

 

  • International shipments include tracking.

  • Tracking updates may take 24–72 hours after dispatch.

  • Customers may manually track using the official USPS website.

Additional International Restrictions

  • Lighters and butane products cannot be shipped internationally. Complimentary lighters listed in invoices will be removed before shipment.

  • PandaCigar reserves the right to open and inspect products for freshness and defects prior to international shipment.

Final Sale Policy

All sales are final. Customers assume all risk of loss, damage, seizure, or customs issues once orders are placed.
